Affordable housing has become an increasingly urgent need over the past decade, not only in cities like Portland, but also in surrounding rural communities. Bremik Construction addresses this need in a way that aligns with their core mission—building community-focused projects that make a real difference. The Impact of Affordable Housing Projects

Bremik’s work spans a wide range of housing solutions, from affordable income-based units to transitional and permanent supportive housing. This diverse portfolio demonstrates the company’s deep understanding of the different needs within the affordable housing sector. This work is actively addressing the growing homelessness crisis, which has been exacerbated by the pandemic. Bremik participates in the vital recovery by building spaces that not only house people but also offer services that promote long-term stability.

Transitional and permanent supportive housing, which integrates both affordable housing and essential services, such as mental health support and medical clinics, reflect Bremik’s dedication to not only building homes but also fostering communities where individuals can thrive.

Two notable projects showcase this innovative and community-centered approach:

1. Timber Ridge Apartments (La Grande)

This energy-efficient, Net Zero affordable housing community consists of 82 homes totaling 90,800 square feet within eight, wood-framed buildings with different design options for one-to-four-bedroom units. The 4.8 acre site also contains a central community center, recreational areas and walking paths. The design prioritizes sustainability and is PV-ready, meaning it generates as much energy as it consumes. Timber Ridge demonstrates Bremik’s commitment to green construction, making it a model for future affordable housing projects.

According to the National Low Income Housing Coalition, due to “higher, more persistent levels of poverty, lower incomes, and increased costs associated with infrastructure needs, rural communities often struggle to provide decent, accessible, and affordable rental homes for its residents”. The Timber Ridge community addresses this critical need and serves as an essential resource in the rural area of La Grande, OR. Beyond its affordable housing options, the multifunctional space enables a large number of community programs to serve the over 2,000 square miles of Union County in Eastern Oregon. Organizations like Northeast Oregon Housing Authority (NEOHA) lead programming centered around arts, wellness, lifelong learning and civic engagement, while Eastern Oregon University operates a Head Start Program – available to residents at no cost.

2. The Gloria Center (The Dalles)

In partnership with the Mid-Columbia Community Action Council, Bremik helped develop this transitional shelter featuring individual “pods” for residents and a separate building dedicated to services. These spaces provide both emergency and transitional housing for those experiencing homelessness, particularly during extreme weather conditions. Bremik’s leadership worked closely with partner agencies to manage costs, ensuring the project stayed on budget while addressing community needs. Notably, over 30% of the construction was carried out by minority-owned businesses, and more than 50% by subcontractors located within 25 miles, highlighting Bremik’s commitment to diversity and supporting the local economy.

Scott Meinig, Bremik’s Senior Project Manager for The Gloria Center, shared his perspective on the project. “Having a building with different agencies co-locating–such as the Mid-Columbia Community Action Council, Mid-Columbia Center for Living, OR Human Development Corporation, Department of Human Services, among others–provides a one-stop shop for some of the more vulnerable in the community where they can get necessary support and services. “As builders, we tend to focus on constructibility, schedule, quality, cost and safety to define project success. However, projects such as this where the end use of the facility will be providing so much value back to the community really puts things into perspective.”

Navigating the Challenges

Affordable housing projects come with unique challenges, particularly when working with non-profit clients or city-owned properties. General contractors often face budget constraints, which require innovative solutions such as modular construction or prefabrication to minimize costs while maintaining quality. According to Amanda Deats, “Bremik’s ability to self-perform allows for greater flexibility and cost control. When planning for and executing these projects, budget is always at the forefront of our conversations”.

Collaborating closely with architects also ensures that projects are both functional and financially viable. “With any project, there are always challenges, but communication and transparency are paramount to finding solutions and the best path forward”, shared Meinig.

A Commitment to Community

Looking ahead, Bremik remains committed to expanding their capabilities in the affordable housing sector, increasing their capacity to serve communities in need. “I believe that navigation centers like the Gloria Center will become more common in communities, allowing access to much needed services and helping the more vulnerable get back on their feet, paving a path forward to a more stable financial wellbeing”, said Meinig.
